The History of the Faculty of Sharia
The Faculty of Sharia was established in 2022 (1443 AH, 1401 SH) following the re-establishment of the Islamic Emirate's governance. It was introduced across 17 universities, including Paktia University. Initially, Mr. Rohullah Hamidi was appointed as the dean of the Faculty of Sharia, effectively managing administrative affairs. Later, under decree number (3892), dated (5-11-1444 AH), Mr. Muhammad Akbar Fazli assumed the position of dean, providing notable services during his tenure. Subsequently, Mr. Muhammad Akbar Fazli was appointed as dean of Jamia Abdullah Ibn Mubarak under decree number (3112), dated (20-6-1445 AH). Following this transition, Mr. Muhammad Omar Fazli was appointed as the dean of the Faculty of Sharia and continues to oversee its administrative affairs to date.
Currently, the Faculty of Sharia hosts 196 active male students, supported by 24 specialized instructors responsible for delivering academic lectures. The faculty operates through three major departments:
1. Islamic Culture (University compulsory Program)
2. Fiqh and Law
3. Islamic Education
Vision
The Faculty of Sharia aspires to establish itself as a leading institution at regional, national, and international levels by providing professional training in Sharia and judiciary sciences. It aims to contribute to the development of the nation and the region through high-quality education and services.
Mission
The faculty seeks to contribute to societal progress by employing innovative and modern methods of education and research for the development of students and the academic advancement of faculty members.
Objectives
- Preparing skilled professionals for the judicial and legal sectors in accordance with the laws and regulations of the Ministry of Higher Education.
- elevating the level of Sharia and legal awareness in society, aligned with the country’s national programs.
- Providing intellectual, practical, and theoretical training to students.
- Nurturing students with Islamic and national ethics and values.
- Preparing knowledgeable judges with expertise in legal matters to serve society.
- Enabling students to gain deep understanding and expertise in the fundamental sources of Islam.
- Responding academically to criticisms and objections raised against the Qur'an and the prophetic traditions (Sunnah).
- Creating opportunities for acquiring a correct interpretation and understanding of Islamic principles.
- Identifying and academically rejecting superstitions and harmful societal traditions that contradict Islamic teachings.
- To cultivate a deep understanding of Islam, nurture advocates equipped with Islamic thought, and present them to society to serve its needs effectively.

History of the Islamic Studies Department
After Afghanistan’s two decades of sacred struggle against Western colonization, the establishment and revival of the Islamic system provided a unique opportunity for the growth of Islamic sciences. The Islamic Emirate’s Ministry of Higher Education utilized this opportunity to establish Islamic Studies departments in universities and higher education institutions that had Sharia faculties. Among these is the Islamic Studies Department at the Faculty of Sharia, Paktia University.
The Islamic Studies Department is considered the "soul" of the Islamic Studies Faculty, emphasizing its centrality in nurturing religious education. Recognizing its importance, the Ministry of Higher Education formally established the Islamic Studies Department within the Faculty of Sharia at Paktia University on 15/12/1401 (Hijri Calendar).
This department is staffed by six academic members, with Assistant Professor Nomand Muhammad Sadiq Darwish officially assuming the role of department head on 8/8/1402, as per the Ministry’s directive.
Overview of the Department of Fiqh and Law
The Faculty of Sharia at Paktia University launched the Department of Fiqh and Law in 1401 Hijri Calendar, marking the beginning of its academic activities. The department operates within the framework of higher education, following the approved curriculum to meet national academic standards. Its mission is to address the gaps in the field of Fiqh and Law on a national level, contributing actively to the responsibilities of Islamic society and serving as a reliable source for providing knowledge and expertise to the community.
